Mexico’s trade strategy this week unfolded on two fronts.

While a 240-company Canadian delegation led by Trade Minister Dominique LeBlanc toured Mexico to deepen investment ties ahead of the USMCA review, a Mexican delegation traveled to Beijing to deliver a more calibrated message: commercial engagement continues, but there will be no renegotiation of tariff policy nor concessions that could complicate North American trade dynamics.

Secretary of Economy Marcelo Ebrard simultaneously reaffirmed that Mexico’s objective in the USMCA review is continuity with targeted “perfection,” not reopening. Conversations on critical minerals and investment security further underscore that Mexico’s trade posture is increasingly shaped by geopolitical risk management.

Behind the scenes, Mexico is attempting to reinforce continental stability while drawing clearer boundaries with China.
