Between his cordial meetings with Sheinbaum and Carney last week, his declaration of a Trump Corollary to the Monroe Doctrine in his National Security Strategy document, and his caustic threats to each partner on Monday evening, President Trump has leaders in Mexico and Canada guessing again. Nobody loves flooding the zone quite like Trump, who is determined to use an all-of-the-above approach toward trade. It would be fair to speculate whether he was at all aware of the public kickoff of the USMCA Review process at USTR. 

Against this backdrop, the formal USMCA Review process is rolling, and USTR Ambassador Greer continues his track record of openness with Capitol Hill stakeholders. This provides us some insightful glimpses into the mind of the US' top USMCA negotiator, who still seems to be in lockstep with the President.
